A BILL
To regulate the use of artificial intelligence and advertising prioritization in dominant search engines, to prevent anticompetitive self-preferencing, to protect consumers from deceptive search practices, to preserve access to independent information sources, and for other purposes.
SECTION 1. SHORT TITLE.
This Act may be cited as the Search Neutrality and Artificial Intelligence Accountability Act.
SECTION 2. CONGRESSIONAL FINDINGS.
Congress finds the following:
Google LLC possesses dominant market power in general internet search within the United States and functions as a primary gatekeeper of online information.
Google has integrated artificial intelligence Overviews into search results in a manner that places AI-generated content above organic search listings.
Google has expanded and elevated paid advertisements, sponsored listings, and proprietary commercial panels such that organic search results are routinely displaced below paid content.
The combination of AI Overviews, ad prioritization, and self-preferential ranking practices reduces visibility of independent websites, undermines competition, suppresses small businesses, harms publishers, and degrades public access to diverse information.
AI-generated summaries may be incomplete, biased, misleading, or inaccurate, and they currently lack transparent sourcing or accountability mechanisms.
The structure and presentation of advertising, AI output, and organic results are often indistinguishable to a reasonable consumer and may constitute deceptive design.
Concentrated control over search ranking, behavioral data, and attention allocation creates market distortions that fall within the scope of antitrust, consumer protection, and public-interest regulation.
Congress has authority under the Commerce Clause to regulate digital platforms with nationwide economic and societal impact.
SECTION 3. DEFINITIONS.
For purposes of this Act:
Dominant Search Engine means any search engine with 50 percent or more of United States general search traffic or 50 percent or more of mobile search traffic.
AI Overview means any automatically generated textual, graphical, or hybrid summary produced by artificial intelligence systems and displayed above or before organic search results.
Organic Search Result means any non-paid, non-proprietary search listing generated by the search engines ranking algorithms without compensation, bidding, or preferential agreements.
Paid Placement or Advertisement means any result where visibility, position, or ranking is influenced by payment or financial consideration.
Self-Preferencing means the ranking, elevation, or prioritization of a platform operators own services, products, or AI-generated content above competing external content.
Covered Platform Operator means any entity that operates a Dominant Search Engine.
SECTION 4.
REGULATION OF AI OVERVIEWS.
(a) Placement Restrictions.
A Covered Platform Operator shall not display AI Overviews above the first page of organic search results unless the user explicitly opts in.
(b) Transparency Requirements.
Any AI-generated content must include:
a clear label stating AI-Generated Summary Not a Primary Source;
identification of the general categories of sources used;
a visible link to view the underlying source list.
(c) Prohibition on Replacing Organic Results.
AI Overviews shall not replace, suppress, or displace organic results in a manner that reduces their visibility below the first viewport of results on standard display devices.
(d) Error and Bias Accountability.
Covered Platform Operators must maintain a publicly accessible portal for reporting inaccuracies and must document corrective actions within 30 days.
SECTION 5. ADVERTISING INTEGRITY AND DISCLOSURE.
(a) Visual Distinction.
All paid placements must be visually distinct from organic results through:
distinct coloration;
a bold and unambiguous Paid Advertisement label;
non-deceptive formatting that cannot be mistaken for organic search results.
(b) Limitations on Ad Load.
A Dominant Search Engine may not display more than 20 percent of the visible first-page results as paid advertisements.
(c) Prohibition of Deceptive Design.
Use of interface patterns that obscure the distinction between paid and organic results is prohibited and constitutes an unfair or deceptive act.
SECTION 6. PROHIBITION ON SELF-PREFERENCING.
(a) General Ban.
A Covered Platform Operator may not prioritize or elevate its own services, commercial offerings, proprietary panels, or AI-generated content above external competitors, except where:
required for user safety; or
explicitly chosen by user opt-in settings.
(b) Equal Ranking Standard.
Ranking algorithms must evaluate the operators own services using the same criteria applied to external sites.
(c) Auditability.
Covered Platform Operators shall maintain documentation of ranking criteria and make such documentation available to the Federal Trade Commission (FTC) and the Department of Justice (DOJ) for audit on request.
SECTION 7. DATA USE AND BEHAVIORAL TRACKING LIMITATIONS.
(a) Prohibition on Data-Leveraged Ranking.
User-specific behavioral data may not be used to determine the ranking order of organic search results.
(b) Restrictions on Cross-Platform Tracking.
Data collected from Android, Chrome, Maps, YouTube, or other affiliated services shall not be used to prioritize advertisements or AI-generated content within the search engine.
SECTION 8.
ENFORCEMENT.
(a) Federal Trade Commission Authority.
The FTC shall enforce this Act under its authority to regulate unfair and deceptive acts or practices.
(b) Department of Justice Antitrust Enforcement.
The DOJ Antitrust Division shall enforce violations related to self-preferencing, anti-competitive conduct, and monopoly leveraging.
(c) Civil Penalties.
Violations may result in:
civil penalties up to $50,000 per affected user per day;
injunctive relief;
structural remedies, including separation of advertising services from search operations where necessary.
(d) Private Right of Action.
Any harmed business, publisher, or consumer may bring a civil action for damages and injunctive relief.
SECTION 9. TECHNICAL ACCOUNTABILITY AND OVERSIGHT.
(a) Annual Algorithmic Transparency Report.
Covered Platform Operators shall submit an annual report to the FTC detailing:
ranking factors;
algorithmic changes affecting visibility;
AI Overview data sources;
ad quality scoring mechanisms;
documented impacts on publishers and small businesses.
(b) Independent Audits.
The FTC shall conduct biennial audits to assess:
AI-generated content accuracy;
bias in ranking algorithms;
discriminatory impacts on small or independent publishers;
whether ad systems distort consumer access to information.
(c) Public Access.
Non-sensitive portions of audit findings shall be made publicly available.
SECTION 10.
SEVERABILITY.
If any provision of this Act is held unconstitutional or invalid, the remaining provisions shall remain in effect.
SECTION 11. EFFECTIVE DATE.
This Act shall take effect 180 days after enactment.

What sickens me the most is that our government would let a single company own proprietary rights to the operating system that is need to own/use an Android. People don't take the time to read the "fine print" on ANY apps and what they are capable of doing.

I had my company Celtic Home Improvement and property management/ maintenance company verified in 2018 and in 2024 ish they suspended me because i added a few words at the end of Celtic Home Improvement and property management at the time and I added remodeling contractors which i didn't know that you couldn't do that and that triggered the algorithm to red flag me and suspend me and since then it's been a living *** trying to get fully verified again and just 4 days ago I was verified and i had moved about 6 months ago and I was trying to get them to verify my new address anyway i clicked the on button showing my address and it red flagged me when I hit the button showing my address and the algorithm didn't recognize it and now I'm still on Google but I can't edit anything on my platform profile account that will feed into my account until I get verified again and I've already been through this BS over a dozen times with Google Support team and I've sent them all my contractors licenses by the state of Massachusetts and the town of Nahant Massachusetts where I'm conducting business from also my vehicles that are lettered with my company name on them, my company shirts, hats, jobsite signs ,business cards and etc.
I've sent them all kinds of proof that I'm a legit business person who I am. I'm getting ready to have my attorney Steven Goldwyn start a civil suit against Sundar Pichar and Larry Page and Sergey Brin and all the stock holders for 25 million dollars for lose revenue. There are so many people who are on Google search maps and they are not legit but Google search maps verified them.

I just wanted a refund or some kind of credit; it shouldn't be the purchaser's responsibility to play detective on here. I was willing to accept a gift card or something of equal value. I also shouldn't have to call the app's company; Apple should have highly paid security to do this for people that they could possibly scam again. I was upset before and now I am furious. This has the utmost terrible customer service support. No one has gotten back to me, and I made a new account just so I could receive emails. The two-step verification is a piece of work for sure, and I have to use a verification code for the account.
I can't even verify the phone number I used for the account, which is no longer in my possession. Now I cannot get a check that was owed from years ago. What is the deal with Google, and why are they not helping? There is a help center in every case, then one for my old account, and I have everything linked to the account.
If I don't get a reply soon to my alt account, I will be forced to do the unthinkable.

April 24, 2026 I called customer service for some suspicious activity going on with my email account. As David was helping me out, I asked him what app he recommended for safety reasons, and he answered that he had one in mind, but just as he finished what he was doing, he would help me.
He then helped me with an app, and as I was using it, I realized it was a free year subscription because it had no total dollar amount at the bottom of the invoice. I thanked him, and that was it. I then received an email charging me for the year's subscription. I decided to send a copy of my invoice as evidence of the subscription I was given, and for some reason, I was denied my request, so I canceled my subscription and still was denied.
This upset me because I have a budget of low income due to my disability income. To me, Google was taking food out of the mouth of my son.

After SEVERAL attempts the issue is still not resolved.Still cannot get in my main Gmail.I've spent Thousands of USD through Google and even with that I still have yet to regain access.
As of writing this I don't have access to my primary Gmail @9:00pm
With that being said, the level of support I didn't get when I reached out to support has me in awe at the level of help I received, or lack thereof. Earlier this evening, as I tried to get back into my account after I admittedly changed my security pattern on my lock screen and forgot what I changed it to 5 minutes later, a truly human mistake I made, but I was taken aback by the obviously clear and deliberate non-support by Google and an AI that I was forced to interact with because I needed some kind of help in the recovery process to gain access to an account that I've had for well over a decade with minimal issues. If I had known that the security questions I had in place for an issue just like the one I'm having now would have definitely been better prepared to deal with on my own. This whole FRP lock thing is more than just an inconvenience; it's going to cause me so much more problems than I care to admit.
I'm in poor health and, well, I run 99% of my contact with doctors and pharmacies for my needs through Gmail. And since the response I got this evening was, at a minimum, patronizing and dismissive, I'm sure my next appointments are lost with no way to retrieve what I need because I forgot the new unlock pattern. Now I get how important Google security is and how it safeguards my info; I'm glad it's there, but what I don't get is I haven't been prompted to provide the necessary information and documents to show that I am the account holder. I would think Google needs to help me so when life moves more smoothly, I might decide to spend more of what little disposable income I might find using Google services and portals, but instead, I'm being stiff-armed by this AI support that is no better than self-checkout at the local grocery store, except it has stopped my money from being spent with Google.
FRP is stopping me from continuing on with my insignificant life because I'm stopped cold with no recovery options—options that I thought would be there in case of a situation like what I'm experiencing now.
I have no cell, it's broken; I don't have the means at this time to replace it, so I cannot update that step, and my Gmail is a recovery email for each other. So without the security questions I had in place to help in a situation like this, those security questions are useless thanks to strict security FRP. I'm just left in an awkward and difficult position. I know, I know, who cares; it's rough all over, fine, but my situation is exacerbated by not being able to at least keep up with the medical and pharmaceutical obligations keeping me out of the hospital.
If I don't get my account recovery issues resolved (muy pronto), I'm going to be in a worse spot than I am, all because I cannot use or complete the security steps as they are set now. Yes, I'm too reliant on Google's email system and its security measures that do keep my info safe, but at a cost that, in my opinion, are unreasonable for a free account holder that possesses proper documentation if needed that made a human mistake. I am sure Google doesn't give two rats' behinds because it is a free service (Gmail), but I have spent $$$$$ in the past with their other services and products I've found using Google, and I might be obliged in the future to continue, but not at the moment. I hope they see this and all the other non-criminal issues going unresolved.
This is exactly why monopolies are very bad and hence not allowed in the U.S.A. From what I have read just this evening on this particular issue, it looks like corporate better tighten things up, because as with all *** service, at some point, consumers will look and maybe find a better mousetrap. P.S.
not going to proofread this and edit mistakes; who sees this and does anything about it anyway? Obviously not anyone important, just an opinion.

On April 24,2024 I called in due to scams going on and spoke to a David with customer support. After he fixed the problem I asked him what app would he recommend to keep us safe with my problem.
He then helped me by setting up an app. and I noticed that it had a zero balance on it for one year which showed me that Google support their customers. I then received another invoice on April 27, 2026 which stated that I was going to be charged for services of the app. Being disabled with a low income I cancelled my subscription and was denied of my request.
I worked for Cocoa Cola for 25 years before becoming disabled, I understand company's have rules.
As a driver, supervisor and a Human Resources employee I know when someone has been mistreated. So I emailed Google with a copy of the invoice that showed the zero balance.

- - Google Play charged YouTube Premium.
- - PayPal processing was normal.
- - I canceled in December.
- - Payments continued Jan-Feb 2026; refunds unavailable.
For nearly 18 months, Google Play deducted payments for YouTube Premium from both PayPal and via direct debit. I lodged a complaint with PayPal and was told it was normal processing.
When I noticed in December, I canceled both accounts. The payments stopped from my bank but have continued through January and February 2026. The bank cannot refund the payment, and Google says they cannot either as it is a PayPal issue.
When a company takes money after cancellation (there was nearly 4 weeks between cancellation and the next payment deduction), it is theft. It should not be this hard to get a refund.
Preferred solution: Full refund

Dumb me now I probably gave them a bunch of information that they can sell. I hate technology.
This isn’t official contact for Google. This is a third party complaint site that companies may/may not follow.
You know very well you can’t “formally demand” anything this way. Barring involvement from an attorney, certified/registered mail is your option.
Already mailed it to there legal department. The American people are poor and can't afford the court cost for insane legal fees. It's either direct like I mailed to there legal deportment or Civil revolution those are our choices...
