A BILL
To regulate the use of artificial intelligence and advertising prioritization in dominant search engines, to prevent anticompetitive self-preferencing, to protect consumers from deceptive search practices, to preserve access to independent information sources, and for other purposes.
SECTION 1. SHORT TITLE.
This Act may be cited as the Search Neutrality and Artificial Intelligence Accountability Act.
SECTION 2. CONGRESSIONAL FINDINGS.
Congress finds the following:
Google LLC possesses dominant market power in general internet search within *** and functions as a primary gatekeeper of online information.
Google has integrated artificial intelligence Overviews into search results in a manner that places AI-generated content above organic search listings.
Google has expanded and elevated paid advertisements, sponsored listings, and proprietary commercial panels such that organic search results are routinely displaced below paid content.
The combination of AI Overviews, ad prioritization, and self-preferential ranking practices reduces visibility of independent websites, undermines competition, suppresses small businesses, *** publishers, and degrades public access to diverse information.
AI-generated summaries may be incomplete, biased, misleading, or inaccurate, and they currently lack transparent sourcing or accountability mechanisms.
The structure and presentation of advertising, AI output, and organic results are often indistinguishable to a reasonable consumer and may constitute deceptive design.
Concentrated control over search ranking, behavioral data, and attention allocation creates market distortions that fall within the scope of antitrust, consumer protection, and public-interest regulation.
Congress has authority under the Commerce Clause to regulate digital platforms with nationwide economic and societal impact.
SECTION 3. DEFINITIONS.
For purposes of this Act:
Dominant Search Engine means any search engine with 50 percent or more of *** general search traffic or 50 percent or more of mobile search traffic.
AI Overview means any automatically generated textual, graphical, or hybrid summary produced by artificial intelligence systems and displayed above or before organic search results.
Organic Search Result means any non-paid, non-proprietary search listing generated by the search engines ranking algorithms without compensation, bidding, or preferential agreements.
Paid Placement or Advertisement means any result where visibility, position, or ranking is influenced by payment or financial consideration.
Self-Preferencing means the ranking, elevation, or prioritization of a platform operators own services, products, or AI-generated content above competing external content.
Covered Platform Operator means any entity that operates a Dominant Search Engine.
SECTION 4.
REGULATION OF AI OVERVIEWS.
(a) Placement Restrictions.
A Covered Platform Operator shall not display AI Overviews above the first page of organic search results unless the user explicitly opts in.
(b) Transparency Requirements.
Any AI-generated content must include:
a clear label stating AI-Generated Summary Not a Primary Source;
identification of the general categories of sources used;
a visible link to view the underlying source list.
(c) Prohibition on Replacing Organic Results.
AI Overviews shall not replace, suppress, or displace organic results in a manner that reduces their visibility below the first viewport of results on standard display devices.
(d) Error and Bias Accountability.
Covered Platform Operators must maintain a publicly accessible portal for reporting inaccuracies and must document corrective actions within 30 days.
SECTION 5. ADVERTISING INTEGRITY AND DISCLOSURE.
(a) Visual Distinction.
All paid placements must be visually distinct from organic results through:
distinct coloration;
a bold and unambiguous Paid Advertisement label;
non-deceptive formatting that cannot be mistaken for organic search results.
(b) Limitations on Ad Load.
A Dominant Search Engine may not display more than 20 percent of the visible first-page results as paid advertisements.
(c) Prohibition of Deceptive Design.
Use of interface patterns that obscure the distinction between paid and organic results is prohibited and constitutes an unfair or deceptive act.
SECTION 6. PROHIBITION ON SELF-PREFERENCING.
(a) General Ban.
A Covered Platform Operator may not prioritize or elevate its own services, commercial offerings, proprietary panels, or AI-generated content above external competitors, except where:
required for user safety; or
explicitly chosen by user opt-in settings.
(b) Equal Ranking Standard.
Ranking algorithms must evaluate the operators own services using the same criteria applied to external sites.
(c) Auditability.
Covered Platform Operators shall maintain documentation of ranking criteria and make such documentation available to the Federal Trade Commission (FTC) and the Department of Justice (DOJ) for audit on request.
SECTION 7. DATA USE AND BEHAVIORAL TRACKING LIMITATIONS.
(a) Prohibition on Data-Leveraged Ranking.
User-specific behavioral data may not be used to determine the ranking order of organic search results.
(b) Restrictions on Cross-Platform Tracking.
Data collected from Android, Chrome, Maps, YouTube, or other affiliated services shall not be used to prioritize advertisements or AI-generated content within the search engine.
SECTION 8.
ENFORCEMENT.
(a) Federal Trade Commission Authority.
The FTC shall enforce this Act under its authority to regulate unfair and deceptive acts or practices.
(b) Department of Justice Antitrust Enforcement.
The DOJ Antitrust Division shall enforce violations related to self-preferencing, anti-competitive conduct, and monopoly leveraging.
(c) Civil Penalties.
Violations may result in:
civil penalties up to $50,000 per affected user per day;
injunctive relief;
structural remedies, including separation of advertising services from search operations where necessary.
(d) Private Right of Action.
Any harmed business, publisher, or consumer may bring a civil action for damages and injunctive relief.
SECTION 9. TECHNICAL ACCOUNTABILITY AND OVERSIGHT.
(a) Annual Algorithmic Transparency Report.
Covered Platform Operators shall submit an annual report to the FTC detailing:
ranking factors;
algorithmic changes affecting visibility;
AI Overview data sources;
ad quality scoring mechanisms;
documented impacts on publishers and small businesses.
(b) Independent Audits.
The FTC shall conduct biennial audits to assess:
AI-generated content accuracy;
bias in ranking algorithms;
discriminatory impacts on small or independent publishers;
whether ad systems distort consumer access to information.
(c) Public Access.
Non-sensitive portions of audit findings shall be made publicly available.
SECTION 10.
SEVERABILITY.
If any provision of this Act is held unconstitutional or invalid, the remaining provisions shall remain in effect.
SECTION 11. EFFECTIVE DATE.
This Act shall take effect 180 days after enactment.

Oh, this story is one for the ages! I bought my Pixel in March, and a few weeks later I noticed it getting a little hot while on the phone.
I just let it go, and then a few more weeks go by and it is getting worse. At this point, it is freezing up and getting DANGEROUSLY hot. The freezing up would cause my phone to begin overheating to extreme temperatures. This would last up to 40 minutes.
While using my phone, I suffered 1st- and 2nd-degree burns on all 10 fingertips, as well as severe burns on my thumb and wrist. These burns have left PERMANENT scars on my body, and when I contacted them, they replaced my phone and gave me $20 for my pain and suffering!!!! That is how much my pain means to them!!!! Me having my body altered by their product, and it's worth $20 to them.
Just a lack of accountability and decency. This product needs to be banned before others are harmed. I want them to own what they did and make it right with me and the product.
I at least deserve that. Instead, we are made to feel like we are just another common to them in front of another zero.

I have already reported it, and now he's reposted a different review with snapshots of his phone with a number in bold making it appear it's coming from my business, and it is not. I want him blocked from being able to do this. The police cannot do anything about this.

Google, just like the sun rises and sets, gets their hands on my bank card at least twice a year. Somehow, they start to use it for charges on my daughter's tablet games.
$85 to $100 before I can cancel the card. My young daughter can't get into my nightstand safe to get my wallet, but I guess Google can. The girls at my bank can't stop this and figure they have a hook with a bill I pay with the card each month through their bank.

google not deem on systems,screens services for no customer on no record and the andriod systems designed to go against records and real information in systems.there not records.they hide information on systems they control on all attachments and other peoples scrreens services and websites. my opionion cancel t- mobile and google permanely from this country

You know very well you can’t “formally demand” anything this way. Barring involvement from an attorney, certified/registered mail is your option.
Already mailed it to there legal department. The American people are poor and can't afford the court cost for insane legal fees. It's either direct like I mailed to there legal deportment or Civil revolution those are our choices...
